A good quiz question is one that gives you clues through which you can figure out the answer, even if you don't know the answer immediately. A trivia question is certainly NOT a good quiz question.

It might have something to do with the census, since the last time it was carried out was in 2000. Maybe it refers to the maximum population increase in a region ?
It's the centroid of the population distribution in the US along the years.
DE(first state), east coast, where the initial US settlements were.
The purple triangles indicated the trend of increasing western (mid-western) settlements ever since.
In what sequence (years) the British made settlements in the US?
The geographical center of US population at the end of each decade?

It is indeed the geographical center of US population showing the westward expansion under "Manifest Destiny" and the recent southward dip with immigration across the southern border.
