A good quiz question is one that gives you clues through which you can figure out the answer, even if you don't know the answer immediately. A trivia question is certainly NOT a good quiz question.

I think it is the number of minutes added on in India (since it starts 1947) at the end of the year to sync the clocks to earth's revolution. This has to be done because the year is not exactly 365.25 days..
The year 1947 is only a coincidence, for it has nothing to do with India or its independence. This is the year the Doomsday Clock was created by the Bulletin of Atomic Scientists at the University of Chicago. The clock is symbolic, where midnight represents a nuclear catastrophe, and the "time" changes according to political events around the world.
Unfortunately, no one got it right without googling.
